It worked in many cities outside of the US. This was a brilliant experiment that would have shown the country how to handle traffic in a modern and sustainable way. It wasn't perfect, but it was a great start. Almost nobody who lives in the congestion area owns a car, so why would they leave, if it makes their lives better and safer?

The answer to the congestion in New York is..... To Coordinate the start times of all the businesses in and around the area. Think about it you've got everybody starting at the same time so yes, you're going to have congestion. By just shifting the Times that businesses start to say by 10 minutes in some areas and maybe by an hour to two hours depending on the type of business you can regulate the flow and eliminate at least half of your congestion right off the bat. As more refinement is added congestion will ease considerably. For example, truck drivers and heavy equipment operators may not want to get up earlier, but it would be to their advantage to do so starting at say 3:30 in the morning. Of course, the Times that kids are going to school would have its own special slot. Using the maps in the most efficient way depending on the location of specific businesses that have a lot of employees had been creating individual, if possible, employee start times. That everyone's not pulling out of the same street at the same time to go to work. Concert and event planning would have special slots. It's not that complicated if you use computers to help you navigate the system. That people will need financial incentives to motivate them to participate. Show me industries or even small businesses that say start their business instead of at 9:00 o'clock start their business at 845 would mean that people are gonna be on the road just a little bit sooner. And when you take any consideration the location of homes and their businesses and add that into the algorithm you will get much more accurate start and stop times. It's bald it's technically complicated but it's very doable once it's in place. Some businesses need to have all their employees show up at the same time. But most actually don't. Be a little bit of an offset depending on each employee's circumstance that will allow them to get to work easier quicker without being in a traffic jam or having to leave hours upon hours early to wait in a traffic jam. New York just needs to create the science to get it done.

Places with no income tax still get tax revenue. Your paycheck is bigger, but so is your property tax bill (or rent, since landlords pass the costs down), and a lot of other taxes. Most of these "high tax" states actually have the same effective tax burden on the middle class as the "low tax" states. Places like Florida, Texas, and Washington (can't remember the rest) just hide it better.

This wasn't a "tax" though. And it should exist. Even if they burned 100% of the money that came in through the congestion pricing, it should still be implemented. The point is to fix the absolutely dire traffic situation in Manhattan, which is unsafe and makes the city substantially worse for those who actually live there. The extra revenue is a bonus.
