Because it doesn't really work, the market is too saturated with wholesalers, sellers aren't really "motivated" (desperate), owners have years of equity wrapped into their properties and can usually sell them to end owners directly.

Jerry, When wholesaling on-market, would it be best to have buyers lined up first or is there a way around the POF required?

I can get you POF letters for only the east coast, like Pennsylvania, Jersey , Delaware , New York , maybe Baltimore etc
