That being said, it should be noted that they were not introduced by the current government, but back in 1982, under the Reagan Administration (though I have no clue if this was a specific policy objective of his administration or just something the Dems in congress slapped on at the last minute, Congress was dominated by dems back then after all).

The system we have here in the USA is an abomination. Tips aren't a gratuity, a showing of gratitude for exceptional service, it is paying the wages the employer WILL NOT pay the worker. Think of the bonus system that many white collar workers have. It is ABOVE their wages, not in place of it.
