Having lived in the United States for more than 25 years, I can confirm that the man's statement is partially true. The assertion that some individuals avoid social interaction with people without proper entry into the country is not entirely accurate. Probably it's a lifestyle he experienced, but it's not common among Ghanaians everywhere. In Europe, people carry their money, but not in North America. With adequate planning, you can be in Ghana for a short time and still do a lot. We've done it, and it worked out okay. It all depends on the individual's mindset.
