They only try and steal hunters from other nations if they're powerful. The fact he was the only hunter in Korea that got recruited by America tells you all you need to know. The only other hunter America tried to recruit was jinwoo but he refused. Mind you hwang was revived as a general rank. That should tell you how powerful he was when he was alive.

@ the little boost he got from the black lady clearly did not do much of an a rank that trains with the president was able to stop his attack with now even a little welt on his arm. Pops went missing 10 years ago when Jinwoo was younger. In those 10 years he was trapped in a gate, apparently when the boss was defeated he didn't get out of the gate in time. So he spent that long time looking for an exit among other things (I'm a manwha readers so that's all I'll say based on what was provided in the current episode and from last season).

As a novel reader im not gonna spoil it for you but ill debunk them just using the details given in the show that has already been covered. Firstly america recognized dongsoo as the strongest S rank in korea hence why they "stole" him from korea via bribes and shit. He aint weak.
