Pseudo legendaries are not legendaries. They are not even a thing in the anime or anything related to Pokemon. It is fan-made term for Pokemons whose powers rivals that of the legendaries and having the total base stats of 600.

If we include megas and use natdex rules, it's 100% Mega Gengar which is banned into the AG tier and sits alongside Mega Rayquazar, Calyrex-S and Miraidon (and Shedinja, Leipard but we don't talk about those).

I think there needs to be a list of Pokémon from the VGC that are the most powerful. Or maybe a list on the most used Pokémon used in VGC tournaments.
