That is a slick way to use a paddle wheel.i bet with a offset counter weight and linkage to each pedal you could have reverse and independently turning wheels for differential steering

In 1845 in a tug-of-war a propeller-driven navy ship pulled a paddle-wheel steamship backwards at more than two knots, proving that propellor power is superior. I suspect it is a mistake for you to use paddle wheels instead of a propellor.
