Good question. Swirling in general may cause temperature changes if there is a temperature gradient (due to mixing), but it also depends on the speed of the fluid, temperature of the surfaces it's in contact with, and what the temperature gradient of the fluid is. In general introducing turbulence to a flow increases heat transfer (again, if there is a thermal gradient) so depending on how the flow is being mixed is may equalize the temperature more quickly or less quickly (via convection and mixing, instead of just condition). In this video the "warm" water (what came out of the GPU) is coming into the bucket before going to the chiller to be chilled. If the water swirls in the bucket there's a better chance of turbulent mixing in the bucket to ensure the temperature of the water is consistent before going into the chiller. Doing it this way will prevent a 'hot spot' from forming in the bucket and impacting performance in an unpredictable way if that hot spot is pulled into the chiller. Hope this answers your question!
