Since there aren’t any plant oils there is no need to add an antioxidant powder correct? Also would this be true for most waterless products?

yes that's correct. Some waterless products may contain a small input of lipids or oils. There are special types of machinery that can add them to powder products without clumping.

Do we have the option to add a fragrance to this? Also what kind of packaging will be suitable for this kind of product?

You can add a fragrance but you need to add it slowly and with good mixing as the fragrance is liquid it may leave clumps in the powder in small lab samples if you don't have the correct mixing equipment. Suitable packaging would be Talcum bottles or powder spray bottles.
