I'm surprised that engineers didn't think to burrow into the mountains and carve out the insides to make habitable real estate within the mountain. Yes, I know that's a ridiculous idea but is it any ridiculous than leveling an entire mountain?

China is used to moving mountains. Back in 1750 they put 5 MILLION people to work digging out a lake, piled the material from that huge hole and built hills all around and then planted a forest to make the Summer Palace a beautiful place. ( for the emperor’s mother I think ) nice little gift . And they did it all by hand and in 5 years.

This is going to affect the weather. Mountains often catch rain seeing the moisture cannot get over the tall peaks. It has to be strategic.
