The unusual 'sun and planet' gear set on the flywheel was due to the crankshaft being under patent at the time. Mr. Watt wasn't about to pay royalties when he could use something else, and he stuck with the sun and planet gear set until the patent covering the crankshaft had expired, whereupon he promptly switched over.

The centrifugal governour was not invented by Watt! It was used in wind and watermills long before and was invented by millwrights!

Fairly low, I would think. Being an early rotative steam engine, and using planetary gears instead of a more efficient crank shaft, it's probably something like 25%.
