Richardcombs5980, Hi Richard, just to point out Its not Congress that implements the 25th amendment. It can only come from the Vice president & the cabinet. In any event it is to late for Biden to come off the ballot in both Wisconsin & Nevada and very shortly Georgia. And no one new can go on the ballot in those 3 states with the sole exception of joe passing away. So the Dems are stuck with Joe it's just a fact.
