For example: how startups, pvt cos, MSMEs can pool their expertise with PSUs to make country more secure, how space agencies can help firm up space security, agro in food security, etc. Then there is a secret part that covers military strategy. We have not seen a single whitepaper, let alone a strategy document. "Scare the enemies" is a joke. Forget scaring China, even bankrupt Pakistan, which is struggling with major problems of its own, is still hitting Indian army via its proxies every week in Kashmir. Nobody is "scared" of India.
