Something you could've done is put plastic bags over his shoes as a last resort. It would've been cold, but at least the shoes would've been protected enough to play in the snow a bit until you could go to a store to get snow boots.

@@kutemamma Guess I misunderstood. I just thought he wasn't wearing them into REI or whatever the store was. All I know is living in Utah with tons of snow, when I worked at a residential treatment center many of the kids from California weren't prepared with even winter boots so to improvise I'd tie plastic garbage bags around their shoes so they could "play" outside. It was kinda slick but it worked well enough.
