Hi Douglas, hope you’re well and thanks for asking. Cebu is bouncing back. Electricity and water are back although there are some areas w/ no electricity. Internet is down in some areas too so those who are working from home just go to a co-working space. Brighter days ahead. Tourism will pick up soon. We have a video after the typhoon. I enjoyed that part of the world, but living to a certain standard (like seats that don't make my hemmeroids bleed, or half decent food delivery, or reliable electric, nevermind internet) was a constant challenge. Hotels have low grade furniture and compared to Indonesia, Thailand, Cambodia and Vietnam, the prices are a lot more.
