Just FYI USGA rules only grants releif for a sprinkler head if it interferes with your ball stance or swing. Just because it is between your ball and the hole does not grant releif. However there is a local rule F-5 I believe that if adopted by the club you are playing at works as you described.

The only thing I can think of with out of bounds stakes is you can't hit the ball on land that the golf course doesn't own so they have to white stake it for liability reasons. There should be a new stake color that means you can't hit it where it is (like OB stakes) but you can drop laterally
