The music is Ode to Joy, from Beethoven's 9th. It's been used, as the European Anthem, by the the Council of Europe since 1972, and more recently by the EU. The flags have the emblem of the Council of Europe, which was adopted in 1955. The EU has also been allowed to use it since 1985. Although the UK is a not currently a member of the EU, it is, since 1949, a founding and current member of the Council of Europe.

Ode to Joy, the EU anthem. A bit of an odd choice given the UK's not a member any more and for an advert for Team GB. Its also a bit odd they didn't have 1 Union Jack but they still happily snuck in an EU flag here.
