Japanese here. Jenny is correct. People don't like to say no in Japan, but it's not because it's impolite. People tend to avoid conflict. Turning down something would cause dissonance.

I can also definitely relate to Cersei - one of my faourite characters. However, I feel like she is warm not cold. She is driven less by what makes the most sense to stay in power and more by her love for her children and wanting the best for them? I feel like Ned Stark is hard cold - forcing the wolves away against his emotions and going with intellect over emotion. 🤔
