That would need to be a custom-made race course, because the courses that come in the game do not allow for building on the track. Or it would have to be done in Scrap Mechanic.

After you’ve exhausted other ideas for the evolution challenge, try the Water, Land and Air evolution 3 rounds for each segment Winners don’t share their builds with the other contestants until they have evolved to another stage (land and air) So you have to work with your design for 3 rounds until you move to a new environment.

De-evolution: start at certain number of power cores (e.g 12) and certain amount of blocks (e.g 120). Maybe start with like 5 minutes for the first round and then go to 2 minutes.

Multiple evolution race: Basically the same but u have ur own chains of evolution, so u modify ur creation 3 times and choose the best and modify it 3 times again. New rule: you cannot test the vehicle while building, that's what the race/battle is for
