Ok, so I worry ELMO could be used to shut down productive yet uncomfortable discussion... any thoughts on avoiding that?

For sure, ELMO is definitely to be used sparingly with intention. My thoughts to avoid creating a negative, psychologically unsafe dynamic with that might be to add a question mark: ELMO? As a pulse check with the group to say, have we done enough here or do we need to focus in on next steps rather than circling around and around on something. More than anything, I like the concept/meme as a reminder that we can actually shift the direction of a conversation when it is needed.

99% of meetings could be emails and the remaining 1% can be bullet-pointed discussions that wrap up in 10 minutes.

Not sure I agree with that ratio, but I can definitely agree that would be more "efficient." But I'm not sure optimizing purely for efficiency should be our goal as human beings. Kind of like speeding 90mph right up to a red light. Now...being deliberate about being efficient while instead optimizing for connection, purpose, impact, joy, etc. Now that is more interesting to me.
