For some reason, the game doesn't know exactly where you are position-wise when you far into the water before the finish line. This trick is used to get 8th Place items in 1st Place.

Exactly. In some Mario Kart games (Like Mario Kart Wii), the item that you get is based on which place you were in when you picked up the item box. However, in Mario Kart 64, the item you get is based on which place you were in when the item roulette stops. With a Boo item, being in last place for a split second makes you able to steal items from the racers far back, who has powerful items.
