I got two terrible anime parents worth mentioning: Shinzen Tennouzou from Speed Grapher and Keith White from Project ARMS. Shinzen starves, bullies, and s*** shames her 15 year old daughter Kagura all because she thought her husband abandoned her while in actuality he was late to reaching the hotel and was mysteriously murdered. Shinzen also gave no cares that the Club Owner she has a relationship with, Suitengu was using her daughter to kiss club members to give them superpowers. Keith White is an American Scientist who made clones who consider him their father. He uses said clones as experimental fodder for his Nanomachine research. He also slaps his Prodigy Daughter Alice on her birthday and denied her birthday wish to let the experiment children go outside. When Alice tried to sneak the kids outside, White ordered Armed Soldiers to gun them down and Alice dies in the crossfire. Resulting in the Sentient Meteorite called Azazel to get upset and absorbs Alice's corpse and becoming one with her.

Hayates parents from Hayate The Combat Butler. They never wanted to work, so when they had Hayate, They forced him to work so they wouldn't have to. They only ever time they ever gave him a gift, was when they gave him their debt of 1,000,000 yen to the Yakuza, and in the manga, they did return, but just so they could take advantage of him again. Paragus from Dragon Ball Super Broly. Yes, he's a single parent, but he sucks as a dad. He may have cared about Broly, but that doesn't diminish what he did to him. He made a device meant to shock Broly whenever he acted out, he never let Broly have a proper child, or friends, only ever using him as a tool of revenge, and the only ever time Broly had a friend, Paragus shot its ear off, causing it to no longer see Broly as a friend. The sad thing was, Broly still cared about Paragus to the point where Broly was pushed to become a Super Saiyan when he saw Paragus was dead.

One comes in my mind is Kaname Asagiri from Magical Girl Site. He literally loves his sister Aya as a "punchbag", abuses him, he hates his family and every person overall, and... (SPOILERS) Stole Nijimi's magic panties to control her and top of that, later Kaname killed her.

I don't know if All for One really counts as a parent for Tomura because he was so evil that he probably viewed Tomura as a science experiment for a successor more than a child to care for. I dunno, All for One is still weirdly mysterious so it's hard to say whether or not he counts as a parent!
