By law, heating in buildings should be turned on starting October 15th in the state of NY. I live in westchester county. You should double check just in case.

The HPD policy in NYC is that heat has to turn on when the outside temp hits 55 degrees from October 1 or 15 (not sure) through May 31 but if it’s above 55 they can shut it off as long as the internal temp of the building (via insulation for example) is like 62. That last part is kinda hard to enforce but her building’s policy sounds similar to mine so idt they’re breaking any rules
