I had high expectations of scandal from the memo. But even after 3 readings I couldn't find anything substantial. They spend part of a short document misquoting Comey, which suggests they hope people won't check what Comey actually said about the dossier. Adjectives like "essential" are employed, but "essential" is an adjective with no legal meaning. It doesn't mean "only" or even "primary". The memo is a public relations exercise.
