It's possible that the one blade has cracks from weathering so the cracks opens a bit and starts whistling the tip of the blade is really fast some turbines have blade tips passing with over 300mph

seems connected to just one blade - I replayed the vid and it only happened when the one blade came around. Of course that was a sample size of just two spins. Hope they have a maintenance contract on that thing...

I was working in the woods near this same windmill about 9 years ago on a much windier say. It was shrieking back then, and way louder.

That's exactly what it sounds like to me: It is a very "metallic" sound. If it is a bearing, it DOES need to be addressed immediately!
