I've been a quality control inspector for the last couple months and weld issues have been one of the most prominent issues, this video has informed me of exactly how the problems that I've been finding are produced, although it's a different weld technique the complications are similar.

Steve just Steve actually yes it is very possible, we do it all the time on pipelines and fabrication, but our first fill is a bit hotter aka a hot pass. A lot of times we do grind our root depending on stringency of the code, but even not grinding the root, it can repair it.

It can create stress risers and underbead cracking depending on the the shape of the weld and it's chemistry. Otherwise it's a waste of materials.
