In the FGO timeline, Merlin had a low chance of becoming a beast because he is currently the Grand Caster. Meanwhile the female Merlin or Proto-Merlin from FGO Arcade had a good chance in becoming a Beast because she didn't take the role of being the Grand Caster and that's why King Hassan is kinda angry or disappointed on her and he also reprimanded her in their timeline. She was refered as the "Beast of the Planet" by Beast 6, Nero/Draco/Whore of Babylon. The former Beast 4, Cath Palug or also known as Fou, is actually pretty broken because if it managed to become a fully matured Beast then all the 7 seven Grand Servants would be summoned. Maybe the video is talking about that it would take 7 counter guardians or 7 Emiyas to deal with a immature Beast 4. They say it is because the concept Cath Palug represents, the sin of comparison, they say it will compare itself to its opponents in order to equal or even surpass them in strength and power. It is also conceptually specialized in killing primates making it the number one killer of humans in the lore. There is a theory say that since Cath Palug get its power from being exposed to humanity's evil which means you can defeat it by showing/exposing it the good side of humanity which further supported from the statement of Cath Palug/Fou itself as it congratulate the people of Chaldea for defeating Beast 4 without fighting it. Beast 7, Alien God, stated that she beated all the Grand Servants but that was only happened in her dream because the Grand Servants she fought there are already retired (like King Hassan, Super Orion and Romulus-Quirinus) or stand ins(like Taigong and Artoria Avalon). We still don't know how she can go against the real Grand Servants in a real fight. Also we have a new Beast from Lostbelt 7 and his name is Camazotz, they refer to him as the Beast of Oblivion or Beast 1, and he is also one of the most beloved character in the franchise despite being one of the Evils of Humanity/Beast class.

Beast 7 did defeat all the seven grands that where summoned, what happens is we see this event happen in a dream with details muddled up/gameplay reasons. Going against the seven grands resulted in her receiving a wound on her left horn but not much else.
