as long the video is not blocked means the owner is okay. You dont have to specifically ask for permission for fmv. I don't monetize my videos because i don't own anything (the footage and the music). Editing fanvid brings no money. Instead, you can do reaction video or vlog etc which you create your own content :) then only you can monetize it. but it depends on copyright owner of the content you are using.
