Educational get out of jail free cards don't help. It just makes the drivers more keen to not get caught. Give them the points and they'll learn the hard way - through their insurance premiums. It can't be a rule for one and an educational day out for the best sob story.

Another way to make easy money from the motorist but they have to prove it why not do so real police work

If people didn't commit your offences, the police wouldn't take your money
