You have to disable the audio output device for your monitor. Windows wants to send the voice chat to that device.

I have the same exact issue in this game. when im in discord with friends I cant hear the random players in game even with chat audio on. its so weird.

I had a similar issue where the. Voice chat was not playing through my headphones while the rest of the audio was. Windows was sending the voice chat to a different device than game audio. I disabled that other device and that fixed it.
