They need camera's on every street corner and stop signs. More speed bumps and more camera's in between streets. More tracking devices when the police hear gunfire they can locate the vehicle. Vehicle shouldn't operate unless the tracking device is intact. If the repo man can locate a vehicle, the police should also. The community need to help just like the people did in New York for the subway shooting.
