Mel Blanc, who voiced both characters originally, died in 1989, hence why Welker took over. Welker also voiced Barney Rubble since then, hence why Barney now sounds more or less like Dynomutt, Dog Wonder, since Blanc's original Barney was based on Ed Norton, as was Dynomutt on the first eight or so episodes of Dynomutt, Dog Wonder (according to a 1997 interview).

I never even knew this existed! I am a huge Flintstones fan from like, waaaaay back, (second broadcast time) and this was such a cute cartoon! This one honestly made me laugh out loud through the whole thing. That darn cat! This is how it all started! And it was really fun to hear Dino have a voice! When he was passing out the gifts, and Dino was reading the names, I lost it! 😂😂😂 And Fred’s voice was spot on! I just really enjoyed the cartoon.

I'm guessing the original What a Cartoon airings up to a point had different title music then they replaced it with a short version of the CCF theme in subsequent repeats.
