How so? It covers the main concept of weighing the military advantages foreseen to be obtained by the attack (military necessity), over the loss and damage of civilian life or property. What in your opinion do you think should have been explained more?

From my observations, only the Americans and most NATO countries have honored IHL. Therefore, it is a sick joke. Proportionality is illogical and, in essence, means that wars will go on forever. That is exactly what we are seeing in Ukraine, Gaza, Syria, and Lebanon. It is what we saw in Iraq and Afghanistan. Tit for tat is a strategy for sustained suffering and chaos.
