Its not although it would have been a simple fix. The gpu was just defective due to the design. I replaced the gpu a few days ago and everything run smooth now with the new gpu. My ram was running with xmp and is also doing fine.

7900xt! It works great. 1440p way above 144 fps on most games i play. Loving it so far and no longer having the stuttering issues or overheating like the 7900xtx. Also cost me a couple hundred dollars less
