You are talking about the governing of Muslims, so if we have someone who hardly understands the fiqh of Salah or very basic and fundamental matters he should be silent on these things and refer back to the scholars. The answer to this question is this There is a Hadith which says there will always be a people who con tinue to fight with kuffar till youmul qiyamah and they are the ones who join mahdi... The opinion of you can only boycott if the Muslim ruler has made it obligatory (this is specific in a muslim country) 2.
