Welt is probably waiting for an opportunity to create a stargate without the power spike triggering anything: Bronya apparently gave him both _Star of Eden_ and the Herrscher Core, so he could basically do anything. He's just letting the kids have their adventure. I'm guessing Acheron stopped him from acting so the Express Crew would still have a secret Emanator-level ace up their sleeve for later. Also, considering the _entire_ reason Welt is even in _HSR_ is to protect Himeko from the Sky People, I wonder when they'll actually show up. Yes, he and Void Archives found out she was under their surveillance, but can they cross the Sea of Quanta to get there? Which reminds me: Welt should probably find Void Archives and clean up whatever messes he's been making since they both got there. This is a sentient Divine Key weapon whose purpose it is to destroy all Honkai we're talking about. APHO happens because he wanted to unseal the Honkai from the moon so he could eradicate it all. And Stellarons, as well as the Kami of Izumo, behave remarkably similar to Honkai. With Void Archives being in an Otto Apocalypse clone, I can imagine the sort of destruction he's sewing while we're not watching.

Not sure where Welt was hiding all these magnificent powers of his but if his objective was to protect Himeko he already failed 🥲 he can thank Black swan and Acheron for giving him another chance to protect her.

In Fact, the moment we were ensnared in the dream started when we first reached Penacony. Black Swan used our recollection of the dream to break us out of the dream and to the real fight. Sunday had trapped us in a dream where everything went right, some events still happened of course, like the Trailblazer gaining Mikhail's Hat and all that. But Sunday had us trapped in a dream, it took Black Swan waking us up and @Acheron waking everyone else up to defeat Sunday and the almost revived ORDER.
