Yes, they can. People who are restricted still can see our story, but on the viewing history you'll see that their photo icon color is slightly grey compared to others who are not restricted.

I can't edit my post, what I meant was, you'll see their profile picture icon in the viewing history turns slightly gray.

When you restrict someone on Instagram, they won’t be notified and won’t be able to see if you’ve viewed their stories. 👌 Have you tried using the restrict feature yourself?

@TrevorNace yes I have. I restricted someone that I know, but occasionally find myself snooping around and viewing their story from time to time. But I don't want them knowing that I'm viewing their stories

When an account is private, it means that only approved followers can see their posts and stories. If you've followed them but can't see anything, they might not have accepted your follow request yet. "Restrict" on Instagram means you can limit interactions with a user without unfollowing them.
