Now back to the comment.. he means that the attack on Russia in a residential building using American made ATACMS long range missiles cannot function without U.S guidance or the U.S satellite. so, the U.S not only provided the weapons, but 100% succesfully escalated the war to a point that Russia passed a new doctrine.. which is a big deal meaning one more hit on Russian soil, and Russia is allowed to use nuclear weapons..

if you read more into the change one can also make a broader argument: if a non-nuclear power with the aid of a nuclear power attacks Russia then Russia will consider that a joint attack by the non-nuclear power, the nuclear power AND any participants of an alliance/coalition the nuclear power is in. Hypothetically, Russia might believe its legally and morally justified to attack countries who may be in an alliance with the USA, New Zealand or Australia for example. Even if it wasn't a kinetic attack this change provides Russia with a legal framework which could be disastrous for many smaller members of an alliance/coalition of the USA
