It's pretty simple. The single most important factor in what makes a good werewolf movie, is the werewolf itself. Producers should spend at least half the budget on making the beast look as real and terrifying as possible. Too many movies don't put enough love into the design and when the werwolf reveal finally comes, the whole movie is ruined. I don't care how good the plot and the acting is. Late Phases could have been a great werewolf movie, but the werewolves looked like rabid wookies on crack. I thought Howl (2015) did a pretty good job for the most part with the werewolf design. It was a little different to other movies. The best werewolf design I've seen in my opinion are the lycans in The Order 1886 videogame. They were terrifying.
