Climate Change Minister Simon Watts announced this week he will reduce the number of carbon units available for polluters to buy as part of the Emissions Trading Scheme (ETS). Watts says this change was necessary to increase the price for emitting carbon. He says this cost will encourage people to reduce their emissions to help New Zealand meet its climate targets.
NZ Initiative's Eric Crampton says the scheme is at risk of political tinkering, which undermines its effectiveness as a tool. He says politicians may feel the pressure to intervene when the price of carbon starts to impact the cost of living.
