No, it hasn't always been that January marked "fresh starts" or even the first of the year. It happens to coincide with the Roman and later Holy Roman hegemony. Your bible describes the first month of the year in the SPRING, actually, coincident with the barley harvest. 153BCE Rome adopts Jan 1 as official start of the year, possibly because Janus was the god of all beginnings 46BCE Julius narcissistically rearranges the calendar, keeps Jan 1 as NYD 5th century CE Rome collapses. Christian countries changed NYD to March 25 (Annunciation Day, which is totally wrong biblically) and closer to the pagan Spring Equinox 1582 Pope Gregory "fixes" the calendar again to fix "Easter", NYD back to Jan 1 1752 US and Britain adopt Gregorian calendar and change NYD to Jan 1
