The jet fuel was no longer burning when the collapses occured. The high winds and offices were fueling a raging inferno that weakened an already heavily damaged structure.

Structural Engineer here: With Oklahoma City, the bomb took out layer of outer columns at the base of the tower, and without that support, the front face of the building/facade collapsed. The vast majority of the building came out okay. But it was that first 40-60 feet that took the brunt of the explosion. As for 7 WTC, I still trust the FDNY more than anyone else. Ultimately, according to their own accounts, the tower was tilting towards ground zero/"The Pile" by the time rescue efforts ramped up, and through out most of the day, The Pile had to be cleared multiple times of rescuers because they weren't sure when it was going to collapse. According to one NYPD officer: "We couldn't go in there for rescue because that building was tilted towards where the two buildings were, we had to stand there and wait for it to collapse before doing anything."
