I'm surprised that the Empire didn't use Mandalore as a recruiting world since well-trained and experienced soldiers are hard to come by.

They did, this is covered extensively in Rebels. This is exactly how they were able to carry out the Purge, by using reverse engineered technology developed by Mandalorians like Sabine. In the early days of the empire this is how they remained “independent” - by pledging their sons and daughters to service to the empire. That all changed when clan Wren refused to how the knee, quickly followed by clan Kryze starting what was far from the first… but probably the last great mandalorian civil war. Culminating in the great purge and the glassing of the entire planet.
