Who does your research? First of all, if you are writing checks to Harris, the FEC limits for 2023-2024 $3,300. Next, all of the money given so far was during the primary. Why even bring up the convention? Next, as long as Harris has signature authority on the funds than both Biden and Harris should be able to spend it.
