I have to agree and disagree. He can dance, although not as good as the other 4 (GD, YB, DS & Vi), but even though they're better, T.O.P has always been my favorite dancer in Bigbang, precisely because of the reasons you cited.

It depends on when the shows aired. Some said TOP can't dance, including TOP himself but overall he danced hip-hop decently in the past when they debutet, then after acting he would stand and "pose" more but he has been getting somewhat better at his freestyle recently ^__^
