If it happened before ww1 it could survive. With germany industry and Austria -Hungarian landmass, if they were united around 1890s or before, there could be enough time to centralise and develope faster. The resulting country could won the ww1, or ww1 could never happen.

Not for too long, though, because both wealthy/developed Germans and oppressed/underdeveloped Slavs would try to rip this empire from inside quite like Belgium. In fact Austrian empire never wanted to unite Germany, they were pretty satisfied with German states as clients. Also back in 1866 Bismarck stopped army from taking Vienna, so Austria-Hungary survived that war. ( this also kept Italians from South Tyrol)

Which i can tell you is the death of Austria Empire. So Bismarck spare Austria only to make them suffer more in the long run. Even though i admired Bismarck for not humiliated the Austrian action anymore by taking Vienna. But the mistake of letting Austria lived like that definitely came back to bite his nation. Which it did years later.

Of course with compromise like alliance plus Hungary will accept choosing a Habsburg on the Hungarian throne ( Choosing Maximilian probably best choice considering he Franz Joseph brother plus a liberal open minded). That will allowed Austria to focus on the German affairs. I am more supportive of Austria becoming the leader of the Southern German States. While the Prussia became the leader of the Norther German States . Which will end as mutual beneficial for both side. Even Bismarck don't even want those Catholic Southern states that more culturally attached to Austria.
