Black Bolt is a member of Inhumanity Illuminati, He's a villain .., Isolated to many coz he's power is so powerful, a sort of Sonic Scream that can trigger many lives.

Black Bolt is low key Op. he can shatter a meteor that was the size of the earth with a just a word. And he got stronger so a whisper is able to beat like everyone in U.A if he was there. (Here’s an example.) His shouts are multiple planet breaker attacks and Thanos in the comics took multiple of them point blank to the face, survived though was injured and then went on to fill the infinite gauntlet. (At that point in the story Thanos had like 1 or 2 stones.)

Black bolt has telepathy. So Deku doesn’t need sign language he can just talk through his thoughts to certain people.

Also doesn’t everybody want to get into class 1-A if they get into UA. I mean Class 1-A is generally seen as the best class in UA by most people generally the kids that are trying to get into UA.

Why not make it that when he whistle a lower note the bullet is wider and weaker than when he does a higher note that is like a sniper bullet

That has some good explanation behind it but I would have to ask you, how would changing the pitch affect rather the bullet is like a sniper or a shotgun? Cause I don’t think the change in pitch would do that, but the idea itself has some thought to it.
