Even if Deku has this drawback his hero suit could make up for it by collecting the gas like Bakugo's grenade gauntlets collect his nitroglycerin sweat. So the hour cooldown isnt too bad especially if he collected the gas on his down time.

I just noticed. Eraser Head is a Sleepy Boy while Midnight have the Quirk to put people to sleep. I wonder and I wish that they do this, when Midnight fights Eraser Head, her Quirk has no affect on him despite him literally not using his Quirk on her, on which scared Midnight since her herself knows that Eraser Head outclassed her in Hand to Hand Combat and that despite how Eraser Head looks like, he knows what he's doing aka he's smart.
