I know why the Asriel violence rating stops So, presumably, in Undertale, your HP can only go to a certain decimal point. 0.01 HP is real, but eventually your HP stops changing and the game displays a fake HP value

The reason why ratings don't work in the Omega flowey fight is because the soul in regular battles and the soul in the Omega flowey fight are two different objects this is also the same for the Overworld the player character in The Omega flowey Overworld is different from the regular player character
