Three points 1. Zhongli won't fight since he has made a peace contract not to fight snezhaya and has decided to let the humans rule the nation themselves and won't interfere between the fight of mortals anymore so zhongli won't fight 2. Harbingers are fking strong so except for xiao, shenhe, ganyu, beidou, ning, mountain shaper, cloud retainer, moon carver and possibly yelan. No one will be a match for harbingers, childe can wipe out xingqui, chongyun, hutao and xiangling alone with ease. Liyue and snezhaya are very far from each other so waging a war would give snezhaya a territorial advantage as liyue will be the aggressors so snezhaya already has cold as defense mechanism and bow users can easily fend off coming army
